Everything always looks so dire at this stage! Especially with the horrible photography. It looks like humbrol paint under that light, still important to get a solid basecoat I think.
Bonus picture of Njal completed base. It is my second attempt at snow and is much better.
Paint base skull white, add a thick layer of PVA mixed with white paint (turns into a toothpaste type consistency) then drop some flock on it.
